 第一章

 总

 论

 xxx 区园林绿化改造项目 xxx 区园林局 项目建设地点为 xxx 区园林局 2014 年计划进行绿化提升改造的67 个老旧型、混合型社区(改造社区清单具体详见第四章)。

 xxx 工程有限责任公司 法人代表:徐平佳 资格证书编号:工咨甲 22120070029 xxx 区园林局为武汉市园林下属分局,内设机构有:办公室、组织人事科、计财科、绿化管理科、公园管理科、工会。

 主要职能:

 1.贯彻执行党和国家及省、市有关城市园林绿化的方针政策、法律法规和规定,并组织实施和监督检查。

 2.会同城市规划部门编制城市绿地系统规划;负责编制绿地系统详细规划和编制城市规划区范围内生物多样性保护规划;制定本区园林绿化中、长期发展规划和年度计划,并监督实施;负责审核本区城市总体规划、生态环境、风景旅游开发、城市建设重点工程、新区开发、旧城改造中的园林绿化指标和规划设计,审核各街和社会单位制定园林绿化规划及年度计划,并督促落实。

 3.负责组织制定全区全民义务植树的实施办法和措施;负责编制

 全民义务植树年度计划,并对全民义务植树绿化进行组织指导、协调、监督、检查和总结、评比、表彰。

 4.负责本区现有绿地和规划绿化用地绿线的划定和控制管理;对全区的新建、改建、扩建项目中的绿地指标进行管理。

 5.组织本区机关、团体、学校、企事业单位贯彻执行城市园林绿化行业的技术规范、质量标准、定额标准。

 6.负责全区园林绿化企业资质审验的申报工作;负责全区园林绿化工程设计、施工和养护的招投标组织工作;负责园林绿化工程的质量监督管理。

 7.负责全区各类建设工程配套的扩初设计审查和竣工验收工作以及园林绿化工程设计方案的审核。

 8.负责园林绿化行政法规执法监督、园林行政复议和诉讼工作;负责对占用绿地、树木砍伐的审批。

 9.负责对全区的公共绿地、道路绿地、防护绿地、单位附属绿地、居住区绿地、风景林地、生产绿地的建设管理工作进行检查、指导;对开发区以及道路和铁路两侧林带、江边、河边等绿化进行业务指导和行业管理;保护和管理古树名木;负责栽移大树、公共绿化植物的修剪及造型、园林扎景等管理。

 10.负责游乐园、公园的规划、建设及管理工作;负责局属苗圃的建设和管理。

 11.负责收取法律、法规和规章明确规定的有关绿化费(金);监督、管理城市园林绿化国有资产以及园林各项资金。
